• Brian J. Willey

    President

    Mr. Willey serves as President of San Mateo Midstream, a leading provider of natural gas gathering and processing services, produced water gathering and disposal services and crude oil gathering and transportation services in the Delaware Basin. Mr. Willey also serves on the Board of San Mateo. He previously served as Chief Operating Officer – Legal, Strategic Planning and Administration of San Mateo from September 2019 until his promotion to President in March 2022. Mr. Willey also serves as Senior Vice President, President and General Counsel of Midstream of Matador Resources Company. Mr. Willey joined Matador Resources Company in February 2014 as its Deputy General Counsel and was promoted to Co-General Counsel in January 2016. In August 2016, Mr. Willey was promoted to Vice President and Co-General Counsel and became Senior Vice President and Co-General Counsel in July 2018. Mr. Willey was appointed to his current position at Matador Resources Company in March 2022.

    Prior to joining Matador Resources Company, Mr. Willey was an attorney with Dean Foods Company where he most recently served as Vice President, Chief Counsel – Corporate. Before Dean Foods, Mr. Willey served as a senior associate in the Dallas office of Baker Botts L.L.P. Mr. Willey received a Bachelor of Science degree in Accounting in 2002 from Brigham Young University. He received his law degree in 2005 from The University of Texas School of Law, where he graduated with High Honors and was a member of the Order of the Coif in addition to being named a Chancellor and an Associate Editor on the University of Texas Law Review. Mr. Willey also served a church mission in the Philippines from 1995 to 1997.

  • Michael D. Frenzel

    Executive Vice President and Treasurer

    Mr. Frenzel serves as Executive Vice President and Treasurer of San Mateo Midstream and is the Company’s principal financial officer. Mr. Frenzel serves as Executive Vice President and Treasurer of Matador Resources Company and as its principal financial officer. Mr. Frenzel originally worked for Matador from 2006 to 2010 as a Senior Financial Analyst before leaving to obtain his M.B.A. from Duke University’s Fuqua School of Business. Mr. Frenzel rejoined Matador in 2013 as its Senior Strategy and Financial Analyst and Assistant Treasurer and was promoted to Finance Director and Assistant Treasurer in January 2017. Just over a year later in August 2018, Mr. Frenzel was promoted to Vice President and Treasurer of Matador. Mr. Frenzel was promoted to Senior Vice President and Treasurer of Matador in October 2020 and in March 2022, Mr. Frenzel was designated as Matador’s principal financial officer and became a member of Matador’s new, diverse and highly experienced financial planning team supporting the CFO’s responsibilities. In April 2022, Mr. Frenzel was appointed as Executive Vice President and Treasurer of Matador.

    Before joining Matador Resources Company in 2013, Mr. Frenzel worked as an Investment Associate for Hamm Capital, LLC and as a Financial Analyst and Assistant to the CEO at Continental Resources. Mr. Frenzel also previously worked as a Business Analyst for Deloitte Consulting LLP. Mr. Frenzel graduated summa cum laude from Vanderbilt University in 2004, receiving a Bachelor of Arts degree in Economics and Mathematics, and earned the designation of Fuqua Scholar while receiving a Master of Business Administration degree from Duke University’s Fuqua School of Business in 2012.

  • Sean T. O’Grady

    Chief Operating Officer – Operations

    Mr. O’Grady serves as Chief Operating Officer – Operations for San Mateo Midstream where he assists in overseeing the daily operations and field construction of San Mateo’s crude, water, and gas-gathering assets, with particular oversight of San Mateo’s cryogenic natural gas processing plants. Mr. O’Grady joined San Mateo Midstream in 2018 and previously served as Senior Operations Engineer and Gas Operations Manager.

    Prior to joining San Mateo Midstream, Mr. O’Grady worked at Zeeco, Inc., where he held various positions in project management, technical sales, and product development, including working with a team that developed standardized process equipment packages for the domestic midstream market. Prior to Zeeco, Mr. O’Grady worked for Primenergy, LLC. as a project engineer, providing engineering design and project execution for energy and oil/gas projects. Mr. O’Grady graduated summa cum laude from Oklahoma State University in 2007, receiving a Bachelor of Science degree in Mechanical Engineering Technology.

  • James D. Meier

    Chief Operating Officer – Operations

    Mr. Meier serves as Chief Operating Officer – Operations for San Mateo Midstream and has primary responsibility for the daily operations and field construction of San Mateo’s crude, water, and gas gathering assets. Mr. Meier joined Matador Resources Company in August 2019 as Vice President, Operations for San Mateo until October 2020 when he was promoted to Senior Vice President, Operations for San Mateo. Mr. Meier was appointed to his current role in March 2022.

    Prior to joining Matador Resources Company, Mr. Meier worked 17 years for Pioneer Natural Resources most recently as Vice President of Permian Gas & Power Infrastructure. In that role, he was responsible for managing Pioneer’s ownership interest in two non-operated gas gathering & processing systems as well as the construction and operation of Pioneer’s power distribution network. He was previously Vice President of Corporate Facilities where he led Pioneer’s Facilities and Gas Processing engineering teams during the initial growth phases of Pioneer’s Eagle Ford shale development, Permian horizontal Wolfcamp development, and the conceptual design phase of what would later become Pioneer Water Management. Mr. Meier also managed the Fain and Satanta Gas Plants before being divested by Pioneer and was part of the Investor Relations team at the time Pioneer’s upstream MLP, Pioneer Southwest Energy Partners, was being created. Prior to working for Pioneer Natural Resources, Mr. Meier also was a facility engineer for Grimm Engineering, Inc. and ARCO Technical & Operations Services upon graduation. He earned a Bachelor of Science degree in Chemical Engineering from Texas A&M University.

  • Tara Trout Flume

    Vice President, Deputy General Counsel and Corporate Secretary

    Ms. Flume serves as Vice President, Deputy General Counsel and Corporate Secretary of San Mateo Midstream. Ms. Flume previously served as Senior Counsel for San Mateo prior to her promotion in March 2022. Ms. Flume also serves as Vice President & Assistant General Counsel – Midstream and Marketing for Matador Resources Company. Ms. Flume joined San Mateo and Matador Resources Company in January 2018.

    Prior to joining San Mateo and Matador Resources Company, Ms. Flume was a senior associate in the Corporate and Transactional Practice Group with a focus on the oil and gas industry in the Dallas office of Locke Lord L.L.P. Ms. Flume was also an associate attorney at Dentons and Gray Reed. Ms. Flume received a Bachelor of Arts from Texas A&M University in 2008 (cum laude). She received her juris doctorate from Southern Methodist University Dedman School of Law in 2011, where she graduated cum laude and served as Associate Managing Editor for the International Law Review Association. Ms. Flume has also served on the Board of Directors for two non-profit organizations: Alley’s House and Women’s Energy Network (North Texas Chapter).
